Up here, Quebec requires the mention "Québec Consigné X¢ Refund" on the containers they take back. The soda cans sold in Quebec usually have a golden top with that mention while the ones for the other provinces have a plain aluminum top with the mention "Recyclable" (whatever if that province has a bottle bill or not), but the UPC codes are the same ones. Obviously, some containers cross the lines to get refunded, but I noticed some cases where they were selling the plain aluminum version in Quebec. The latest case I saw was in a vending machine last summer. The cans can have been distributed by a non-Quebec distribution company, but I remember from the time I was living in Calgary that not all the Molson beer sold in Alberta (at that time) was bottled in Edmonton, Alberta and some packaging had the mention Regina, Saskatchewan written on the box bottom. It is possible that Miller serves Arizona from different / out-of-state breweries as it was the case with Molson in Alberta.
