Upon speculation - eBay.
The story is too generalized to draw any conclusions about intentional deception CD. It might have been grandma's silverware or silver tea set. Most folks wouldn't know the difference between sterling silver and silver plate. Investing in silver is really more a guy thing so your story about " FAKE " silver really doesn't ring true.
You're just obsessed with fakes.
People paint what they see.

That's all i needed to know. The rounds and bullion never did make sense to me back when i was investing in PM's. You want something in the way of coinage issued by a reputable government. I did all right with South African Krugerrands despite the whole Apartheid stigma. Gold is gold. People don't really care about the politics.
It's a shame that grandma got ripped off. The best way to lose your money is to invest in something that you don't know all that much about. I guess some people just don't know any better.
To anyone interested in gold and silver and other PM's, the Kitco gold forum is/was a great resource. The forum is down right now, but some of the members are still quite active on a discord server. I would love to see anyone here interested over there... Here's a link to join.... https://discord.gg/PT3UgeCT
