Next county over cracking down on independant paper/cardboard recyclers

So I was reading with interest how the next county is cracking down on independents that place bins at churches for instance to collect used newspapers and cardboard. They in turn give the churches a small proceed of the profits. Its because the laws/guidelines state that ALL recyclables (metal included) must go through the central processing plant and they in turn sell that stuff and use the money to keep the plant running and the independents are taking that money away from the county. They are in the process of talking to a number of churches about this and to have them have the other bins removed. Ok, I can understand that but it got me thinking about we the scrappers and if they are going to start cracking down on us too since we in effect are taking money away from the CPP. Now, one of the yards I use buys cardboard so wouldn't they in essence be breaking that law also by accepting these items that are supposed to go through the plant instead? It just seems that more and more its going to get harder for us independents to do business if paper and cardboard is this kind of an issue. That same county has already given incentives to local schools to have the bins removed from their properties but not to the churches so I'm going to be anxious to see if the churches in question actually have the bins removed.

Microsoft and a few other companies tried this, it's called a monopoly and it is against the law.

^^You'd think so but apparently the city/county is saying that ALL paper/cardboard MUST only go to them to recycle. Uh, if I had some newspapers and I felt like giving them to a church it should be my right. I mean whats next? Some sort of code on the papers that tells which person put the papers to the wrong people? I dunno, just seems a bit much to me, I mean come on, its newspapers!!
