That is somewhat true. The economic conditions there however had more to do with the unfair treaty from WWI then it did with anything else. Additionally the people of Germany were embarrassed over the terms of the treaty and how they were treated as a nation. This gave rise to many hate mongers Hitler being the biggest and the best of them.
