    It is going to become illegal to scrap one of these days. Or at least require all kinds of paper work, pictures of everything going accross the scale, etc. A holes suck and will ruin it, but the vet memorials just make those guys a special class of A-hole.

    Yes, there are going to being ridiculous hoops to jump through to scrap unless the people stealing the metal can be stopped through some other method.

    Honestly though, I think it could be cut down a lot with less anonymity. Perhaps it would be a good idea for scrap yards to issue stickers like dumps do. Also I'd provide an incentive to become a member of the scrap yard so it doesn't seem as if the legitimate scrappers are being punished for the bads. Incentives could include small % increase of payout, frequent scrapper rewards etc. They could make it optional. A $15 lifetime subscription or yearly. The benefit of being a member could include quicker inspections or no inspections on your haul, better payout, ability to post an ad or flyer somewhere promoting your business, perhaps a NYScrapYard Certified Recycler card or something.
