You don't want to use a battery charger on any cb or stereo cause the voltage is not regulated to 12 volt, it can go as high as 15 - 16 volt and that'll burn up the item your testing. Not to mention the hum noise that'll come out of the speaker. That's why you use a power supply or power pack out of a computer,,, Unless you like to see smoke and fire,,, Back in my CB repair days we used to say that the customer "had let the factory smoke out of it".

Anything meant to be installed in a car will run off a battery charger. A cars electrical system is not regulated at exactly 12v and will go as low as 10 and as high as 15.
Its not the best way as low amperage draw items will see a rather high voltage from the charger. A regulated power supply is best and can be salvaged out of any old desktop computer.
