Rack and pinon steering recycling

We have a local pull your own parts automotive yard and one day I was in there and there was a guy ripping out rack and pinon steering units. I tried to ask him why he was taking so many but it must have been his secret. The yard gets $25 for standard steering and $35 for power steering.
What has me curious was a couple months ago I had to replace a unit on my vehicle. What was wild was the core charge was $90. that was more than the cost of the unit.

I wonder if there is a buyer for these and this guy is cashing in?
