    I don't want to talk for winreycycles and he can confirm it, but you should be fine as long you ship ground freight and not by air mail. I never had any problem shipping them by ground freight (but I never shipped to winrecycles... yet). The restrictions on lithium batteries is due to the air transportation used by some carriers.

    Website has a phone number. Maybe try that way. Lithium battery priced crashed since they last posted. Wouldnt be surprised if the laptop price is around half that. Less even
