I was wondering what the prices are going for?. I'm waiting till I get 100lbs in light balists I'm close I have 79lbs so far. So you need just 34 of them to get over 100lbs. Figure if I leave em as is I get paid for the tar to if I remember rite it's half a pound of copper in one of them it's 3$ for num 2 and 3.25 for num 1/bb highest I've ever seen it.
Ballasts are usually about .03-.05/lb less than sealed units. .10 less if electronic ballasts. I just throw them in my breakage unless I have large quantities.
