A grounded screwdriver is just that, you take a screwdriver and add a ground wire of some sort (copper) to it and brush it across the terminals of the caps. Pull a wire off of a junk small battery charger and there is your ground wire for the screwdriver, just fasten the wire to the driver with a small hose clamp. As your bleeding off the parts just make sure to keep your hand on the insulated part of the screwdriver.
As far as the 2nd question, there is a big can cap. inside every microwave, but if you look they do have a bleed-off resistor fastened to one terminal. Just give them a few days,,,

I never got shocked but after hearing about people getting shocked it scared some sense into me that my luck may run out at some point, so I made me a shorting probe, posted a pic of it in another thread but in case you haven't read or seen it:
So far nothing I've torn down since making it has still had a charge (no pop sound touching the anodes), but if it did I know I'd be safe instead of sorry...
