Keep in mind you can always pull your item if you don't like what category they are going to put it in...take it home and clean it up.
One place I went to, once you have put it on the scale & its left your hand, its theirs. You cannot pick it back up to take it away again. All thats remaining to happen is for them to pay you for whats on the scale.
It might be a Kg thing. Like if the last bundle dumped on the scale didn't up the reading, then why not take it back off again? Your'e not getting paid for it are you? You might as well take it back home & use it as the start of your next pile?
But, what I think was going on in their mind was that
"Fk, these guys are bringing in scrapmetal to sell to me. I pay them cash, how else can they do this sort of cash for f/all deal. I run this place, not them. I denote the rules, not them, I have the ca$h, not them. They want My ca$h, then they give me all their scrap & I will pay $$$ for it, no mukkin around, in & out & carry the $$ home with you. But the metal? ITS MINE!"
1 Lb metal extra per person every day would add up to a lot I guess. (I'm thing the average over a Kg would be a Lb, ie a little under a 1/2Kg.. Yeah, we went metric in '68)

I could see that happening, the foam amounts to little is weight or volume I think it shouldn't matter. It just looks bad thats all.
