But to answer you question yes it is very hazardous and should be encased in concrete and disposed of at a site that handles radio active nuclear waste.

The OP is not asking about the ferrite, he's concerned about the substance that is melted and poured into the center of the component that holds the metal tube used for mounting it.
To the OP. I've seen a handful of these since I started scrapping and removed the core once to get to the copper. I don't know what it's made of but it was a PITA to take apart and not worth it to me. The few I get now go in the shred pile.
If I don't know what something is I'll ask here or google it. If I can't find an answer, I throw it in the shred pile and move on.
You can google How toroidal transformers are made. There are some videos showing how they are made but I didn't see the part where they pour the center for the mounting tube.
