Pretty much everything should come out of a block. Some parts may be heated then installed. As the part heats the hole opens then it's slipped over a shaft - or slipped into the block - and allowed to cool. This sets it on pretty tight. I've seen it done on piston rods and ring gears on flywheels. I am not sure if your talking about sleeves where the valves go through. If the're inserts in the block then heat the outside of the block around the inserts this swells the block and the inserts may be able to be pulled out or driven out. The idea is to heat the hole not the insert. There's a point where you have too much heat and the insert swells too.

If you have access to a shop press you could push then out I think. My grandpa's got one and I have a bunch of push mower blocks and carburetors I'm taking over there in the morning. I believe them's little brass bits in the carbs.

I know you said your not a scrapper and don't dismantle stuff but I just took a part a push mower and put the gas tank and air cleaner box assembly on eBay and so far made $21. Not bad. Made well over scrap value.
