yes... It is "dirty" if it has steel in it... My yard pays $1.10/pound for
a/c "fins" that measns with the steel end plates come off... it also maximizes your $$$ because the copper loops at the end and the other copper pipes are worth more, plus you have some brass if the fittings are still there.
However, when you cut the ends off, I prefer to cut on the outside of the steel, rather than the inside... reason is, I can tap the plate off with a hammer and I don't have to mess around popping each copper loop free from the steel end plate.
