Basic starter scrap toolkit?

I hear in va. All loads must be covered . My father mentioned this and I thought he was pulling my leg . But apparently a lot of people from other states receive this ticket when traveling thru . So it's always good to have a tarp on hand like you stated . Just in case of rain or loose loads
