In my area, on the county website you can look for the owner of any property if you have the address, which google maps usually provides. This way you can contact the owner of the property where the scrap is at to ask if it is still there and if you can go get it. I always get permission first, because I don't like being shot at. Another avenue you can use (its kindof a dirty trick though) is if the scrap is in city limits and violates city code, you can turn the person in, wait until the city violates them, then offer to remove the scrap at no charge.
