I used to get a bunch of that. My father inlaw does industrial kitchen cleaning. Hoods,fans , stoves, deep dryers, etc. He uses a chemical called grease cutter, very powerfully stuff but safe for environment. I spray it on the tar, let it sit for 5 mins, most of it disappears and what doesn't I pressure wash it off. And it makes the copper look brand new. If you know anybody in that field of work see if you can score some. It also works on any wire you might come across that "already has been burned" it cleans it up like it was stripped.
