    Sweeper cords

Is it worth taking the outer jacket off of these cords? Not stripping the wire but just removing the outermost shell layer of insulation.
Does it improve the grade or is it just a waste of time?

Most yards will not pay you any more money for doing that so you will be losing money. Both go for #2.

    Sweeper cords

Not going to get you anything more by stripping. Actually going to cost you because you reduced your cord weight.
