If the knife, fork or spoon is sterling silver it will (usually, but not always) be marked "sterling" or "925" (as sterling silver is 92.5% silver). As far as manufacturer names go, Rogers is ALMOST ALWAYS NOT SILVER. Also, if the item has a marking that says EP that often means "electroplate", which is not silver but rather a type of silver plating. Plating is cheap. Even something plated in gold isn't typically worth much, even though gold sells for over $1,200 an ounce.
An example of electroplate is the current Lincoln cents made by the U.S. Mint, which are almost all zinc, but plated with copper to give them that coppery look.
