Good, they can stop all of the metal theft by passing laws to prevent it. Some states have and other haven't. Around my part of the country they have passed some laws but IMHO not nearly as restrictive as it could be. I've heard of yards in other states taking pictures of the scrap you bring in ect. My old neighborhood was ravaged my mortgage fraud then metal theft. It's sad but people got 80k+ mortgages for houses that are worth maybe 10k on a good day. I know they could have prevented it but they didn't. I always get a chuckle out of hearing about a guy trying to steal copper from a sub station electrocuting themselves!

So now the thieves will have to wait for a check. And they are only required to keep records for transactions under 25.00. What good is that going to do?

That looks like a typo. Here is the text

    A. Every scrap metal dealer shall keep on the business premises a book
28 or other similar record legibly printed or written in ink, in the English
29 language of each transaction exceeding twenty-five dollars involving the
30 receipt of scrap metal. The record of each receipt of scrap metal shall
    31 include the following information:

Ah, it was a typo in the article. The actual text in the law does say over 25, not under.
