Usually the scrap yard. You should get some period of time to submit it. Procedures should be on the web site of the agency holding the auction. Yes, it's the norm for government auction of sensitive material.

Oh, ok. I figured you were going to get spent brass from an auction of government "surplus" of .50 cal and up. This is the first time I've heard of them needing documentation for small caliber brass.
Generally, you'll get a purchase cert, show it to the yard and they'll give you a cert of destruction that you mail/email back to the seller.

I don't think there is any legal reason you need documentation... Who's to say you didn't shoot the shells yourself? Tell them you shot all of the shells and have been saving them. What kind of documentation could they ask for then?
I remember reading somewhere (****ed if I remember where), that small caliber, govt surplus brass is very popular with folks who reload it for their own use.
the salvage owner said he needs proof of no live rounds that way if one should go off in his clients machinery ,he's protected because it will come back on me. i'm new to trying this but it sounds fishy to me. im looking to find another scrap yard. thx these replies have helped
I have made a quite large post on 'Zoklet.com' about turning bullet shells into things & selling them.
If you can get loads of empty brass shells you would probably start doing what I was doing.
A little bit of work & two shells are worth US$2.
I wish I could get more, its **** hard to find them here.
We don't have 'gun culture' here in NZ, just the odd hunter & such.
Oh, Just to make sure.. I'm not actually saying to do this, just to find out what others think of doing it.
Don't do this {If theres no bullets in them (& no 'blank shells') you could put them in a camp fire & heat them up to red heat, while not actually close to the fire of course, & in the country where theres no one to notice. Once they have all been burnt you could be sure theres no blanks or shells without bullets or shells with primers left in there.}
I'd suggest making stuff out of them, necklaces, pipes, belts, gizmos etc.

Not to beat a dead horse, but depending on the caliber, spent rounds usually do pretty well on eBay...as far as needing documentation of mo live rounds, I have never heard of that, makes sense though...as for a bill of sale from the range...you could tell the yard they were your rounds you had collected, but I understand the need for this because any spent rounds not collected by the shooter becomes property of the range once you leave. It's actually considered theft to come in behind someone and collect their spent casings.. so I get that..
Nice connection BTW, the ranges here in town collect and sell/recycle their own rounds every week or so.
I'm sure the OP has already found a home for his brass by now but for those who come across this situation it is to your advantage to separate by caliber, sort out the steel/alum casings as well as badly tarnished cases and sell the good stuff on ebay or gunbroker.com. Reloaders like myself love getting our hands on that stuff and you will get more than scrap value.
Lol my apologies for even responding to this thread, had I realized it was.nearly 2 years old!! Lol why bring up such an old thread?? And I would hope he had moved them by now.
The gov is too lazy to sell its brass to a scrap yard, and they never reload it, its all new. Sometimes folks get ahold of it to reload, but not often. The gov is too lazy to reload it, or sell it, and don't want anyone else to make money off it. I think they would rather put it in a landfill.
Can you honestly sell the empty cases on Ebay? Cause Craigslist bans anything to do with a gun. I've got a few hundred empty's I need to move, I only know one reloader here local and he never has any money, so he's not getting mine.and sell the good stuff on ebay or gunbroker.com.
