    Take a file. File the broken part of the pully so there's no sharp edges and throw a new belt on. Simple. As for the wire, what does it control? Also, on the tensioner pulley, there is normally a 3/8" square for a 3/8" ratchet to fit into. Or in this case id use a 3/8" breaker bar to 'loosen' it.

    Ugggh ... looks like a no-fun job. If you can afford to put it in the shop it might save a lot of hassle. A guy that works in the trade every day is more likely to know how to work in the tight spaces.

    Looks like something bad happened there. Maybe the bearing in the belt tensioner assembly seized and the whole thing smashed into the power steering pully.

    Pullies and tensioners often aren't that expensive to buy. They're common replacement parts. I would step back and re-assess the whole thing. Don't have any experience with Dodge, but would it be possible to pull the power steering pump & mounting bracket ? There might be some hidden bolts in there somewhere that would allow you to get at the tensioner mount.

    A Hayne's or Chilton's repair manual might give you a clue on the R&R procedure. Sometimes what appears to be bad design really isn't. There's often a way to do the job if you have the patience to work step by step in the tight spaces.

    I am no automobile repair expert, but I did spend the evening in an unbelievably drunken stupor last night....

    My guess would be the belt snapped and broke the pulley or something popped up, got caught and snapped the belt and chipped the pully. I would replace the belt and see how it goes before I went through the trouble of replacing a bunch of stuff that was not needing to replaced.

    I've done it that way before. Left me stranded on the road a couple of times. Sees like it always happens at the worst possible time.
