However their are licenses for disposing of it safely.

the original constitution and bill of right is my liscense, my regulations are common sence, knowledge (mostly learned here) and reasionable concern for the environment and other living things.
Mostly like they just mean they are licensed and bonded, just like handy men, plumbers, and hvac guys that come into your home.

As long as you have a means and way to dispose of any chemicals or any kinda crt or mercury containing monitor or flat screen tv. then I don't see why you would need to be licensed. Pretty much as long as your impact on the environment is positive then why should you need one. I do see it coming to that though were you will be required to have a license to operate as a certified e-waste remover and dismantling. There's to many problems with illegal dumping of tv's and monitors as it is the only problem right now is there isn't a huge market for e-waste yet its fairly new where as recycling metal has been around since 1850. Most people just dump there stuff in the trash or dumpster. I say in 10 years it will really be big big business on the same level as scrap metal is right now.
Wait till the day when someone really figures out a real gold mine and starts removing and processing old shut down garbage dumps and can figure out a way to do it correctly. Think of all plastics, metal, and ewaste in a huge garbage dump.
Many cities and counties could very well offer such a license and it may look good when courting a customer but not necessarily required...these are basically fundraisers for local governments.

In the UK a licence is needed for ewaste falling under the category of 'electronics waste carrier licence' £154 for 3 years for up to 500 tonnes around £2300 for more. For recycling it you need a different and more expensive licence.
