Unsure If this would be considered a blank board?

    Unsure If this would be considered a blank board?

    Since I've started collecting e-scrap for a good time now and have the basics pretty much understood this one has me stumped. The board is roughly 1'4" long and 5" wide withe the gold fingers on the end as shown. The silver colored coating has some purpose and im sure its not for aesthetics. I considered removing the gold fingers and tossing the rest of the board but have held onto them for a while until I got some free time to hear what you may think I should do?
