If he can weld and cut steel this is a simple build, visualize a freezer box standing on end with a hydraulic ram affixed to the top end with a flat plate fixed to the end of the ram. The access door would only cover the bottom half of your pressing compartment with heavy latches to keep it closed.
Toss in a few computer cases then compress them, retract the ram then add more cases repeat the pressing operation until you have a cube, size of cube will depend on how large you made the cage.
When you make the cage make provisions to insert banding once the crimps are secure will hold the cube together. Open the cage door and remove the cube.
You can use any power steering pump from truck or car to power a small press such as this, small ram about 3 inch diameter with a long stroke does not have to make contact with the cage floor as you add each set the bottom set will crush even more until the cube is nicely compacted.
You can build the cage from channel iron side by side with some spacing. The plate situated at the end of the ram should have some reinforcement to keep it from bending out of shape also a guide/slide to keep the plate positioned while working.
