Yes indeedy, that was the plan on it, with the pipe being above the boards slightly, hoping it will not tear them up so much. I wasn't super stoked about the double pipe, but the alternative was that I feared the winch hook would get snagged on the new rail and then tear the heck out of the cable, hook and other components.
